BILL ANALYSIS H.B. 4619 By: Brown, Betty Judiciary & Civil Jurisprudence Committee Report (Unamended) BACKGROUND AND PURPOSE The caseload of the district courts in Kaufman County has increased with the county's population growth. H.B. 4619 creates an additional district court in Kaufman County. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 4619 amends the Government Code to create the 458th Judicial District in Kaufman County effective on the effective date of this bill. EFFECTIVE DATE September 1, 2009.
