O'Brien, Director, Legislative Budget Board     IN RE:HB4636 by Lucio III (Relating to energy efficiency audits and improvement loans for customers of electric utilities and transmission and distribution utilities.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would require an electric utility or a transmission and distribution utility to perform an energy efficiency audit of a customer's premises at the request of a customer. The bill would also require the utility to offer a low-interest loan to a customer that participates in an energy audit to pay the costs of installing approved energy efficiency improvements, to be repaid by a surcharge on the customer's monthly electricity bill. The bill would require the Public Utility Commission to adopt rules to implement these provisions. The Public Utility Commission anticipates the duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
