In 2002, Justin enlisted in the U.S. Army and was last stationed at Fort Campbell, Kentucky. On October 31, 2005, Justin was killed in the line of duty while serving in Iraq. C.S.H.B. 471 designates a portion of State Highway 158 in Runnels County as the Army Specialist William Justin Byler Memorial Highway to commemorate the military service of William Justin Byler of Ballinger. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS C.S.H.B. 471 amends the Transportation Code to designate State Highway 158 in Runnels County, between Farm Road 2887 and Ranch Road 2111, as the Army Specialist William Justin Byler Memorial Highway. C.S.H.B. 471 requires the Texas Department of Transportation (TxDOT) to design and construct memorial markers indicating the highway number, the designation as the Army Specialist William Justin Byler Memorial Highway, and any other appropriate information. The bill requires TxDOT to erect a marker at each end of the highway and at appropriate intermediate sites along the highway. The bill makes its provisions for design, construction, or erection of a marker subject to a grant or donation of funds to TxDOT to cover the cost. EFFECTIVE DATE September 1, 2009.
