In 2002, Justin enlisted in the U.S. Army and was last stationed at Fort Campbell, Kentucky. On October 31, 2005, Justin was killed in the line of duty while serving in Iraq. H.B. 471 amends current law relating to the designation of a segment of State Highway 158 in Runnels County as the Army Specialist William Justin Byler Memorial Highway. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter B, Chapter 225, Transportation Code, by adding Section 225.078, as follows: Sec. 225.078. ARMY SPECIALIST WILLIAM JUSTIN BYLER MEMORIAL HIGHWAY. (a) Provides that State Highway 158 in Runnels County, between Farm Road 2887 and Ranch Road 2111, is designated as the Army Specialist William Justin Byler Memorial Highway. (b) Requires the Texas Department of Transportation (TxDOT), subject to Section 225.021(c) (relating to TxDOT not being required to design, construct, or erect a marker under this subchapter), to design and construct memorial markers indicating the highway number, the designation as the Army Specialist William Justin Byler Memorial Highway, and any other appropriate information. Requires TxDOT to erect a marker at each end of the highway and at appropriate intermediate sites along the highway. SECTION 2. Effective date: September 1, 2009.
