O'Brien, Director, Legislative Budget Board     IN RE:HB549 by Raymond (Relating to an affirmative defense to prosecution for certain sex offenses.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Penal Code by clarifying the conditions of defense to prosecution for the offenses of indecency with a child, improper relationship between educator and student, sexual assault, and violations of the civil rights of a person in custody; improper sexual activity with person in custody.  It is assumed that the bill would not significantly affect the operations of state or local government.
