The legislation created the Crime Stoppers Advisory Council within the criminal justice division of the governor's office. C.S.H.B. 590 changes the name of the Crime Stoppers Advisory Council to the Texas Crime Stoppers Council. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS C.S.H.B. 590 amends the Government Code to change the name of the Crime Stoppers Advisory Council to the Texas Crime Stoppers Council. C.S.H.B. 590 amends the Code of Criminal Procedure to make conforming changes. EFFECTIVE DATE On passage, or, if the act does not receive the necessary vote, the act takes effect September 1, 2009.
