                    BILL ANALYSIS     Senate Research Center H.B. 590 81R16803 GCB-F By: Crownover (Zaffirini)  Criminal Justice  4/29/2009  Engrossed     AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   This bill changes the name of the Crime Stoppers Advisory Council to the Texas Crime Stoppers Council (council). Current law requires the council to certify local level Crime Stoppers Organizations. As a result of that responsibility, the council does not fit the definition of an advisory council. The council, in consultation with the Office of the Governor, requested assistance in making this change.    H.B. 590 amends current law relating to the name of the Crime Stoppers Advisory Council.    RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS   SECTION 1. Amends the heading to Chapter 414, Government Code, to read as follows:   CHAPTER 414. TEXAS CRIME STOPPERS COUNCIL   SECTION 2. Amends Section 414.001(1), Government Code, to redefine "council."   SECTION 3. Amends Section 414.002(a), Government Code, to provide that the Texas Crime Stoppers Council, rather than the Crime Stoppers Advisory Council, is within the criminal justice division of the governor's office.    SECTION 4. Amends Article 37.073(c), Code of Criminal Procedure, to make a conforming change.   SECTION 5. Amends Section 11(a), Article 42.12, Code of Criminal Procedure, to make conforming and nonsubstantive changes.    SECTION 6. Effective date: upon passage or September 1, 2009.

This bill changes the name of the Crime Stoppers Advisory Council to the Texas Crime Stoppers Council (council). Current law requires the council to certify local level Crime Stoppers Organizations. H.B. 590 amends current law relating to the name of the Crime Stoppers Advisory Council.

SECTION BY SECTION ANALYSIS
