O'Brien, Director, Legislative Budget Board IN RE:HB636 by Guillen (Relating to allocation of state and federal funds for adult basic education.), As Introduced No significant fiscal implication to the State is anticipated. The bill would establish the allocation of state and federal funds appropriated to support adult basic education to providers in statute. The bill would direct that 75 percent of funding be allocated based on the estimated number of eligible adults in each county and school district and that 25 percent of funds be allocated based on student contact hours. Local Government Impact Currently, the allocation of adult basic education funding is established in Title 19, Texas Administrative Code, Section 89.29, at 25 percent based on the number of eligible adults in a geographic area and 75 percent based on student contact hours. As such, the provisions of the bill would result in a redistribution of funds that likely would produce a gain to some providers and a loss to others.
