The bill would amend statute and require the Texas Ethics Commission to develop rules concerning technical and clerical violations and adds sections concerning the filing of sworn complaints by nonresidents. The Ethics Commission indicates that any costs associated with implementation of the bill could be absorbed within existing resources.
