O'Brien, Director, Legislative Budget Board     IN RE:HB718 by Riddle (Relating to the applicability of certain laws to certain sex offenders. ), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend the Code of Criminal Procedure and Government Code relating to jury instructions in the penalty phase of a trial of a felony case, judge ordered community supervision, jury recommended community supervision, extraordinary vote for parole release, designated child safety zones, and parole supervision fees as they relate to certain sex offenders.  The bill would amend the Penal Code relating to hindering apprehension or prosecution.  The bill would also repeal Sec. 508.117(g)(2-a) of the Government Code defining sexual assault related to a parole panel and victim notification.   It is assumed the number of persons affected by the provisions of this bill would not result in a significant impact on programs and workload of state corrections agencies or on the demand for resources and services of those agencies.
