The bill would amend the Local Government Code to require a person prior to constructing a facility to supply drinking water with a value greater than $100 million to contract for an independent review of the proposed facility that would examine the scope of the project, the benefits to the local governmental entity, and the effect of the facility on persons residing within the boundaries of the proposed facility.
