 A BILL TO BE ENTITLED
 AN ACT
 relating to the right of persons to pursue remedies under certain
 laws instead of appealing to the commissioner of education.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1. Section 7.057, Education Code, is amended by
 adding Subsection (a-1) to read as follows:
 (a-1)  A person is not required to appeal to the commissioner
 before pursuing a remedy under a law outside of Title 1 or this
 title to which Title 1 or this title makes reference or with which
 Title 1 or this title requires compliance.
 SECTION 2. This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution. If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2009.
