The bill would require the governor to designate the Mid Valley Airport as the state headquarters for providing disaster relief in the Rio Grande Valley following the governors declaration of a state of disaster in an area within the Rio Grande Valley. The bill would be effective immediately if it receives a vote of two-thirds or on September 1, 2009 if it receives a majority vote.
