                    BILL ANALYSIS             H.B. 856     By: Laubenberg     Judiciary & Civil Jurisprudence     Committee Report (Unamended)             BACKGROUND AND PURPOSE   Over the past eight years Rockwall County has experienced a significant increase in population. According to the U.S. Census Bureau, Rockwall County has grown by approximately 40,000 residents and is now home to almost 74,000 people.    H.B. 856 creates an additional district court in Rockwall County.      RULEMAKING AUTHORITY   It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.      ANALYSIS   H.B. 856 amends the Government Code to create the 456th Judicial District in Rockwall County effective on the effective date of the bill.      EFFECTIVE DATE   November 1, 2010.
