                    BILL ANALYSIS             C.S.H.B. 965     By: Pickett     Defense & Veterans' Affairs     Committee Report (Substituted)             BACKGROUND AND PURPOSE   Current law authorizes a disabled veteran to receive two sets of license plates and two disabled parking placards. Because many individuals own more than two vehicles, many Texans have requested that the license plate limitation be eliminated and that the option of receiving more than two license plates be made available.    C.S.H.B. 965 entitles a disabled veteran to apply for and receive, at a cost to that veteran, as many license plates as desired and one disabled parking placard with each set of license plates.       RULEMAKING AUTHORITY   It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.      ANALYSIS   C.S.H.B. 965 amends the Transportation Code to entitle a veteran of the United States armed forces to register, for the person's own use, motor vehicles, rather than two motor vehicles, under the law governing the issuance of specialty license plates for disabled veterans and to receive a disabled parking placard for each set of license plates, rather than two disabled parking placards, without providing additional documentation.      EFFECTIVE DATE   On passage, or, if the act does not receive the necessary vote, the act takes effect September 1, 2009.      COMPARISON OF ORIGINAL AND SUBSTITUTE      C.S.H.B. 965 differs from the original by clarifying language entitling a veteran of the United States armed forces to register, for the person's own use, motor vehicles, rather than a motor vehicle as in the original, under the law governing the issuance of specialty license plates for disabled veterans.
