However, many hunting enthusiasts believe that allowing the unfettered use of crossbows would increase interest in hunting and help foster future generations of hunters and wildlife conservators. H.B. 968 removes certain restrictions on who may use a crossbow during an open archery season. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 968 amends the Parks and Wildlife Code to authorize a person, rather than a person with an upper limb disability, who has acquired an archery hunting stamp issued to the person by the Parks and Wildlife Department to hunt deer, turkey, or javelina with a crossbow during an open archery season and during which season only crossbows, longbows, recurved bows, and compound bows may be used.
