The cost to the state for publication of the resolution is $90,882. The resolution would propose a constitutional amendment to Section 47, Article III authorizing the Legislature, by general law, to create a state gaming commission and to provide for the regulation and conduct of one or more types of gaming, including casino gaming. The gaming would be located on barrier islands in the Gulf of Mexico, on Indian lands of the Ysleta del Sur Pueblo and the Alabama Coushatta tribes, at licensed pari-mutuel horse and greyhound race tracks, and in municipalities with populations of 675,000 or greater. The amendment would require the Governor to call a special session no later than June 1, 2010, with the sole purpose of considering and enacting laws related to this gaming. Any fiscal implications would depend on the enabling legislation. The proposed amendment would be submitted to voters at an election to be held November 3, 2009.
