O'Brien, Director, Legislative Budget Board     IN RE:HJR137 by Kuempel (Proposing a constitutional amendment authorizing and regulating games of chance or other gaming activities at specific locations including dog or horse race tracks, destination resort casinos, or on Indian tribal lands.), As Introduced    No fiscal implication to the State is anticipated, other than the cost of publication.  The cost to the state for publication of the resolution is $90,882.  The resolution would propose a constitutional amendment adding new Section 47a to Article III to authorize the Legislature, by general law, to authorize and regulate games of chance and other gaming activities when such gaming activity is approved in a defined area by local option election. The legislature would establish a state agency to administer any gaming activity so authorized. The legislature could provide for an allocation of revenues received by the state and local governments from such gaming activity on the basis of general law.  Any fiscal implications would depend on enabling legislation and local option elections. The proposed amendment would be submitted to voters at an election to be held November 3, 2009. Local Government Impact No fiscal implication to units of local government is anticipated.
