O'Brien, Director, Legislative Budget Board     IN RE:HJR20 by Anderson (Proposing a constitutional amendment relating to the right to hunt and fish.), As Introduced    No fiscal implication to the State is anticipated, other than the cost of publication.  The cost to the state for publication of the resolution is $90,882.  The joint resolution would amend the Constitution to establish the right of persons to hunt and fish and would provide that hunting and fishing are preferred methods of managing non threatened species.  No fiscal implication to the Texas Parks or Wildlife Department or the State is anticipated as a result of the proposed amendment.  The amendment would be submitted to voters on November 3, 2009.
