O'Brien, Director, Legislative Budget Board     IN RE:HJR7 by Flores (Proposing a constitutional amendment to require partnering with the United States Department of Veterans Affairs and other federal agencies to establish a veterans hospital in the Rio Grande Valley region of the state.), As Passed 2nd House    No significant fiscal implication to the State is anticipated, other than the cost of publication.  The cost to the state for publication of the resolution is $90,882.  The resolution would propose amending Article XVI of the Texas Constitution by adding Section 73 that would allow the state to contribute money, property, and other resources for the establishment, maintenance, and operation of veterans hospitals in this state.  The amendment would be submitted to voters at an election to be held November 3, 2009. Local Government Impact No fiscal implication to units of local government is anticipated.
