O'Brien, Director, Legislative Budget Board     IN RE:HJR80 by Madden (Proposing a constitutional amendment authorizing garnishment of wages for court-ordered restitution in a criminal judgment.), As Introduced    No significant fiscal implication to the State is anticipated, other than the cost of publication.  The cost to the state for publication of the resolution is $90,882.  The bill would  propose a constitutional amendment authorizing garnishment of wages for court-ordered restitution in a criminal judgment.  The bill would be the enabling legislation for House Bill 2373, if the bill is passed by the Eighty-first Legislature.  The proposed constitutional amendment would be submitted to the voters at an election to be held November 3, 2009.
