81R5205 JNC-D By: Jackson H.R. No. 165 R E S O L U T I O N WHEREAS, J. Allen Clemson of Arlington is retiring from his position as administrator of the Dallas County Commissioners Court on January 31, 2009, concluding a distinguished career in public service that has spanned nearly 35 years; and WHEREAS, Allen Clemson joined the Dallas County Commissioners Court in October 1985, and as its chief of staff, he served as the highest ranking nonelected administrative officer in Dallas County; his tenure included a number of notable accomplishments, including the development and implementation of a salary classification plan and performance appraisal system, as well as the implementation of a deferred compensation plan; and WHEREAS, Before joining the commissioners court, Mr. Clemson served Dallas County as director of personnel and civil service from 1979 to 1985, and brought to that position experience gained in more than five years of service as assistant director of personnel and civil service for Tarrant County; and WHEREAS, Retirement will afford Mr. Clemson more time to spend with his wife, Mollie, and his daughters, Cara and Lindsey, as well as to indulge in his favorite leisure activity, golf; and WHEREAS, Allen Clemson has served his fellow residents with dedication, earning the lasting respect of those who have been privileged to work with him, and it is a pleasure to honor him for his service as he embarks on the next chapter of his life; now, therefore, be it RESOLVED, That the House of Representatives of the 81st Texas Legislature hereby commend J. Allen Clemson on his outstanding tenure with the Dallas County Commissioners Court and extend to him sincere best wishes for a rewarding retirement; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Clemson as an expression of high regard by the Texas House of Representatives.
