81R31653 BPG-F By: Bonnen H.R. No. 2228 R E S O L U T I O N WHEREAS, Sergeant Philip R. Hester of the Clute Police Department is being deservedly recognized by the Texas Commission on Law Enforcement Officer Standards and Education in Austin on June 11, 2009; and WHEREAS, The commission presents awards annually to selected peace officers who exceed the normal expectations of job performance; Sergeant Hester is one of 12 officers being recognized in 2009 for bravery and valor; and WHEREAS, In November 2007, Sergeant Hester, who was then a patrol officer, took strong initiative in stopping the burglary of a vehicle in Clute, deliberately leaving his own vehicle parked on the other side of an apartment complex so he could surprise suspects while a crime was in progress; when two burglars jumped into their vehicle and tried to pin Sergeant Hester with it, he followed his training and continued his strong pursuit, firing two shots through their car window; and WHEREAS, As a result of Sergeant Hester's actions, all suspects in the burglary were apprehended and Brazoria County was made much safer; Sergeant Hester exemplifies the heroism of the men and women who devote their lives to preserving the peace and protecting the citizens of our state; and WHEREAS, Sergeant Hester started his law enforcement career with the Texas Department of Criminal Justice, where he worked for nine years, and he has been with the Clute Police Department for five years; and WHEREAS, This dedicated police officer is admired and appreciated by his fellow officers, who nominated him for this award; Sergeant Hester is a credit to his profession and his achievements are indeed worthy of special recognition; now, therefore, be it RESOLVED, That the House of Representatives of the 81st Texas Legislature hereby congratulate Sergeant Philip R. Hester on being honored by the Texas Commission on Law Enforcement Officer Standards and Education and extend to him best wishes for continued success; and, be it further RESOLVED, That an official copy of this resolution be prepared for Sergeant Hester as an expression of high regard by the Texas House of Representatives.
