H.R. No. 3109 R E S O L U T I O N WHEREAS, For more than three decades, P. Rowland Greenwade of Austin has rendered invaluable service to the Lone Star State as a legislative professional; and WHEREAS, On earning a bachelor's degree from Washington and Lee University in Virginia in 1967, Rowland Greenwade enrolled at The University of Texas School of Law; his studies were interrupted with his enlistment in the United States Army in 1971; stationed in Germany, Mr. Greenwade achieved the rank of captain before concluding his service three years later and returning to law school; after graduating in 1975, he was admitted to the State Bar of Texas and obtained the highest bar exam score in the state; and WHEREAS, In 1976, Mr. Greenwade launched his career in state government as a legislative aide in the office of Senator Betty Andujar, and he went on to serve as the general counsel to Senator Andujar through 1983 and to State Senator John N. Leedom from 1983 to 1996; during that time, Mr. Greenwade helped to develop legislation and worked closely with constituents and state agencies, and he was a highly regarded legal advisor to the senators and to his fellow staff members; since January 2000, he has served as the legislative director in the office of State Representative Will Hartnett, where he has shared his expertise on the legislative process and addressed issues of concern to the people of House District 114; and WHEREAS, A member of the Texas Air National Guard for two decades beginning in 1975, Mr. Greenwade was commissioned as the aide-de-camp to the governor in 1977, and he was named an Outstanding Graduate of the U.S. Air Force Air War College; before retiring as a lieutenant colonel in 1995, he received a Meritorious Service Medal and the Lone Star Distinguished Service Medal, and he was a parliamentarian for the National Guard Association of Texas from 1987 through 1995; and WHEREAS, Since 1984, Mr. Greenwade has served as an election judge for Precinct 406 in Travis County, and he has also worked as a staff attorney for Bob Honts Properties, Inc., and as a senior policy analyst for the Texas Performance Review; and WHEREAS, Rowland Greenwade has garnered the lasting respect of his colleagues and fellow citizens alike over the course of his outstanding tenure, and he may indeed reflect with great pride on his many notable achievements and contributions; now, therefore, be it RESOLVED, That the House of Representatives of the 81st Texas Legislature hereby commend P. Rowland Greenwade for his dedicated public service and extend to him sincere best wishes for continued success and happiness; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Greenwade as an expression of high regard by the Texas House of Representatives.
