H.R. No. 809
R E S O L U T I O N
WHEREAS, The Honorable Eric V. Moy recently made history as
the first African American ever elected as judge of a civil district
court in Dallas County when he was elected to preside over the 14th
Civil District Court on November 4, 2008; and
WHEREAS, Eric Moy grew up in New York, but he earned his
bachelor's degree in Texas at Southern Methodist University in
1976; he went on to graduate from Harvard Law School in 1979 before
returning to Dallas to launch his legal career; he worked at the
firms of Akin, Gump, Strauss, Hauer & Feld, L.L.P., and Vial,
Hamilton, Koch & Knox, L.L.P., representing an array of clients,
from individuals and companies to larger entities such as the
Dallas Independent School District; in 1993, he was appointed by
Governor Ann Richards to preside over the 101st Civil District
Court in Dallas County, and he later became a founding partner of
Vincent & Moy, a commercial litigation firm with offices in Dallas
and Houston; and
WHEREAS, Judge Moy is licensed by the bars of Texas and New
York, as well as by the U.S. Supreme Court and Court of Appeals; in
addition to more than 25 years of civil practice experience, he has
served on various appeal and advisory boards for the City of Dallas
and has been involved in dispute mediation; he has also been active
in the American Bar Association, the American Judicature Society,
the Dallas Bar Association, and the American Association for
Justice, and he was a fellow for the Texas Bar Foundation; moreover,
he was president of the Harvard Law School Alumni Association, and
he returns to his alma mater every year to teach trial law at the
Harvard Law School Trial Advocacy Workshop; he has further shared
his expertise as an adjunct faculty member at SMU's Dedman College;
and
WHEREAS, Despite his busy professional life, Judge Moy has
found time to devote to numerous community organizations, including
the Leadership Dallas Alumni Association, St. Philip's School and
Community Center, and the Dallas Symphony Orchestra; a former
delegate to the Democratic National Convention, he has been
affiliated with the Dallas Democratic Forum and the Democratic
Progressive Voters League, and he was a member of the Dallas chapter
of the American Civil Liberties Union; he has also served on the
Mayor's Task Force on Housing and Economic Development in Southern
Dallas and contributed to the Dallas Urban League; and
WHEREAS, Eric Moy has long demonstrated a profound
commitment to his community and to his profession, and he may indeed
reflect with great pride on his notable achievements as he takes on
this new role; now, therefore, be it
RESOLVED, That the House of Representatives of the 81st Texas
Legislature hereby congratulate the Honorable Eric V. Moy on his
election and extend to him sincere best wishes for continued
success and happiness; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for Judge Moy as an expression of high regard by the Texas
House of Representatives.
