No. 810 R E S O L U T I O N WHEREAS, U.S. Navy Lieutenant Neil Bryan Fletcher is rendering exceptional service to this country as a member of the United States armed forces; and WHEREAS, A naval aviator, Lieutenant Fletcher flies the E-2C Hawkeye, a twin-engine, turboprop aircraft whose numerous missions include all-weather airborne early warning, battle management, surface surveillance coordination, air interdiction, and search and rescue; based at Naval Air Station Point Mugu, California, he is assigned to Squadron VAW-117, nicknamed "The Wallbangers," and the aircraft carrier USS Nimitz; Lieutenant Fletcher is deploying with his squadron in July 2009; and WHEREAS, Born on April 5, 1981, in Morristown, New Jersey, Neil Fletcher attended high school in Chatham, New Jersey, and Roswell, Georgia; while in high school, he earned varsity letters in baseball and wrestling and achieved the rank of Eagle Scout; and WHEREAS, Lieutenant Fletcher graduated with distinction in 2004 with a degree in political science from the United States Naval Academy, where he served as brigade command conduct officer; the following year, he earned a master's degree in International Policy Studies from Stanford University; during the course of his program at Stanford, he held a fellowship at the Center for International Security and Cooperation and worked for senior fellow and former secretary of defense William J. Perry; and WHEREAS, After flight training in Pensacola, Corpus Christi, and Kingsville, Lieutenant Fletcher received his wings on December 14, 2007; he was also recognized with the Top Hook award for posting the best carrier qualification scores in his class; Lieutenant Fletcher was subsequently assigned to Norfolk, Virginia, for E-2C Hawkeye training; and WHEREAS, This outstanding young officer is the son of Elissa and Neil Fletcher of The Woodlands and the brother of Michael, Daniel, and William Fletcher, who all take great pride in his many accomplishments; and WHEREAS, Through his courage, professionalism, and devotion to duty, Lieutenant Fletcher embodies the highest ideals of the United States Navy, and he is deserving of his fellow citizens' deep respect and appreciation; now, therefore, be it RESOLVED, That the House of Representatives of the 81st Texas Legislature hereby commend Lieutenant Neil Bryan Fletcher for his exemplary service in this country's behalf and extend to him sincere best wishes for continued success in all of his endeavors; and, be it further RESOLVED, That an official copy of this resolution be prepared for Lieutenant Fletcher as an expression of high regard by the Texas House of Representatives.
