The bill would amend the Local Government Code to authorize the use of design-build procedures for construction, rehabilitation, alteration, or repair of projects undertaken by a municipally owned combined utility (electric, water, and wastewater) located in an economically distressed area within 30 miles of the Lower Texas Gulf Coast.
