O'Brien, Director, Legislative Budget Board     IN RE:SB1064 by Watson (Relating to access to certain records and documents in an investigation of child abuse or neglect.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend Chapter 261, Family Code to permit the Department of Family and Protective Services (DFPS) or designated agency investigating a report of child abuse or neglect to have access to records and documents relating to the child who is the subject of the report.  It would also permit the agency or designated agency to petition the court having family law jurisdiction for access to records and documents that are necessary to properly conduct an investigation or perform other duties.  DFPS indicates the bill would allow appropriate DFPS staff access to medical and mental health records without notice or hearing during an investigation.  It is assumed the bill would have no significant fiscal impact on the agency. Local Government Impact No fiscal implication to units of local government is anticipated.
