Currently, off-premise signs are not permitted on certain highways, but are permitted on the highways addressed in this bill. As proposed, S.B. 1318 prohibits the erection of an off-premise sign that is adjacent to and visible from the following highways in Comal County, all of which are scenic routes: State Highway 46; Farm-to-Market Road 306; Farm-to-Market Road 2722; Farm-to-Market Road 2673; Farm-to-Market Road 3009; Farm-to-Market Road 3159; and Farm-to-Market Road 1863. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 391.252(a), Transportation Code, as follows: (a) Prohibits a person from erecting an off-premise sign that is adjacent to and visible from the following highways in Comal County: State Highway 46; Farm-to-Market Road 306; Farm-to-Market Road 2722; Farm-to-Market Road 2673; Farm-to-Market Road 3009; Farm-to-Market Road 3159; or Farm-to-Market Road 1863.
