 A BILL TO BE ENTITLED
 AN ACT
 relating to authorization for an exemption from tuition and fees
 charged by a junior college district for employees of the district
 and for state reimbursement of the district's revenue loss from the
 exemption.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1. Subchapter E, Chapter 130, Education Code, is
 amended by adding Section 130.0851 to read as follows:
 Sec. 130.0851.  TUITION EXEMPTION FOR DISTRICT EMPLOYEES.
 (a)  The governing board of a junior college district may exempt a
 district employee who enrolls in courses offered by the district
 from the payment of all or part of the tuition or fees charged to a
 student at a junior college by the district.
 (b)  The Texas Higher Education Coordinating Board shall
 include in the formulas established under Section 61.059 funding in
 amounts sufficient to cover a junior college district's revenue
 loss from a tuition or fee exemption the district grants under
 Subsection (a).
 SECTION 2. This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution. If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2009.
