BILL ANALYSIS Senate Research Center S.B. 1531 81R8892 GCB-D By: Whitmire Criminal Justice 4/19/2009 As Filed AUTHOR'S / SPONSOR'S STATEMENT OF INTENT The current definition of playground is not consistent to the modern equipment now found on playgrounds. This legislation provides a more current and accurate definition. Modern playgrounds consist of two of more single play stations, containing slides, swings, et cetera. Currently, playgrounds consist of play stations as opposed to three or more separate apparatuses. As proposed, S.B. 1531 amends current law relating to the definition of a playground for purposes of certain places protected from certain criminal activities. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 481.134(a)(3), Health and Safety Code, to redefine "playground." SECTION 2. Makes application of this Act prospective. SECTION 3. Effective date: September 1, 2009.
