O'Brien, Director, Legislative Budget Board IN RE:SB1570 by Carona (Relating to the facilitation, analysis, and implementation of high-speed passenger rail in this state.), As Engrossed No significant fiscal implication to the State is anticipated. The bill amend the Transportation Code to require the Texas Transportation Commission (TTC) to create the Texas High-speed Rail Corporation. The bill would require the corporation to have a seven-member board appointed by TTC as prescribed by the bill. The bill would authorize TTC to direct the corporation to plan and develop a high-speed rail facility; solicit federal funding to be allocated to the Texas Department of Transportation (TxDOT) for the purposes of the bill; coordinate with federal planners and representatives from adjacent states and represent and negotiate on behalf of this state for the interconnectivity of high-speed rail systems with other existing and planned transportation systems. The bill would require TxDOT to submit an annual report regarding the activities of TxDOT and the corporation. Based on the analysis of TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the agency's existing resources.
