The bill would require the Department of Family and Protective Services to develop and publish informational manuals for voluntary caregivers who agree to provide temporary care for certain children who are the subject of an investigation by the agency. The manuals must include information regarding the rights and duties of a voluntary caregiver, including information on how to obtain any documentation necessary to provide for the child's needs. The bill would take effect immediately upon two-thirds vote, or on September 1, 2009. The agency indicates any cost to implement provisions of the bill would be minimal and can be absorbed within available resources.
