As proposed, S.B. 1799 authorizes the Supreme Court of Texas to adopt rules that require the nonrenewal of the license of a lawyer who falls into default on a certain loan issued by THECB. RULEMAKING AUTHORITY Rulemaking authority is expressly granted to the Supreme Court of Texas in SECTION 1 (Section 82.022, Government Code) of this bill. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 82.022(c), Government Code, to authorize the supreme court to adopt rules relating to the nonrenewal of the license of a lawyer who is in default on a loan administered under Chapter 52 (Student Loan Program), Education Code, by the Texas Higher Education Coordinating Board. SECTION 2. Effective date: upon passage or September 1, 2009.
