The bill would require the Department of State Health Services (DSHS) to implement a training program, with expert council input and support, for all appropriate Department of Public Safety (DPS) and Texas Department of Transportation (TxDOT) employees on the benefits of organ donation and the procedures for individuals to be added to the registry. TXDOT would provide a method to distribute organ donor registry information to individuals registering their vehicles. The bill would require TXDOT to ask each applicant for the issuance or renewal of registration "Would you like to register as an organ donor?" The bill would require donor registry information to be provided to DPS and TXDOT. DPS, with input from the Texas Organ, Tissue, and Eye Donor Council, would provide each applicant for the issuance of a driver's license or personal identification certificate the opportunity to participate in the state's organ donor registry by asking the question, "Would you like to register as an organ donor?" DPS would also be required to distribute certain information to all field offices. According to all three agencies there would be minimal costs associated with these new requirements and it is assumed that these costs can be absorbed within existing agency resources.
