The bill would exclude from gas utility status of a person operating a natural gas pipeline, a liquefied natural gas pipeline, or an underground storage facility. An entity would not be considered a gas utility if the person certifies to the Railroad Commission that the entity uses the pipeline or underground storage facility solely for specified activities. The Railroad Commission does not expect passage of the bill to result in significant changes to agency operations or workload. Local Government Impact No significant fiscal implication to units of local government is anticipated.
