The bill would add Pearland to the San Jacinto Community College District's service area. Local Government Impact Unless there is a corresponding addition of Pearland to the district's taxing area, the district would presumably generate marginally less overall revenue because residents of the added service area would be able to pay in-service area rates for tuition and fees, rather than higher tuition and fee rates for out-of-service area residents.
