More than 3,000,000 Americans served in Southeast Asia during the Vietnam War and more than 58,000 Americans lost their lives defending the nation's freedom during the Vietnam conflict. An additional 304,000 Americans were wounded during the war. On March 29, 1973, the last remaining members of the United States armed forces withdrew from Vietnam. Currently, Texas does not have a day of recognition specifically for Vietnam veterans. As proposed, S.B. 1903 establishes March 29 as a Vietnam Veterans Day in honor of the men and women who served in the Vietnam War on behalf of this nation and requires that Vietnam Veterans Day be regularly observed by appropriate ceremonies. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter C, Chapter 662, Government Code, by adding Section 662.058, as follows: Sec. 662.058. VIETNAM VETERANS DAY. (a) Provides that March 29 is Vietnam Veterans Day in honor of the men and women who served in the Vietnam War on behalf of this nation. (b) Requires that Vietnam Veterans Day be regularly observed by appropriate ceremonies. SECTION 2. Effective date: upon passage or September 1, 2009.
