O'Brien, Director, Legislative Budget Board     IN RE:SB1973 by Ellis (relating to the creation and duties of the state energy savings performance contract advisory council.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated. Although this bill would not make an appropriation, it would establish the basis for an appropriation.  This bill would amend the Government Code and create the State Energy Performance Contract Advisory Council with 11 members appointed by the Comptroller.  The Comptrollers office indicates that any costs associated with the bill could be absorbed within existing state resources.
