The bill would require school districts to offer an English Language Learner's (ELL) program in lieu of an English as a Second Language (ESL) program in grades 9 through 12. Local Government Impact The Texas Education Agency indicates that districts could incur administrative costs to establish secondary-level ELL programs including providing for specialized instruction and placement procedures and ensuring that instructors, administrators, and subject-area teachers meet the certification and training requirements to comply with the provisions of this bill.
