                    BILL ANALYSIS     Senate Research Center S.B. 2007  By: Hegar  Higher Education  4/13/2009  As Filed     AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   In 2001, the Texas Legislature created the Texas Excellence Fund and the University Research Fund to enhance research. In 2003, the Texas Legislature combined the two funds to establish the Research Development Fund, which supports increased research capacity at eligible general academic institutions. All public institutions except The University of Texas at Austin, Texas A&M University, and Prairie View A&M University are eligible to participate in the fund.   As proposed,  S.B. 2007 amends the Education Code to authorize Prairie View A&M University to participate in the research development fund.   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS   SECTION 1. Redefines '"eligible institution."   SECTION 2. Effective date: upon passage or September 1, 2009.

AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
