This process has provided valuable assistance in the effort to improve learning and student performance. S.B. 2044 requires a district- or campus-level planning and decision-making committee to include, if practicable, at least one representative with the primary responsibility for educating students with disabilities. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
