O'Brien, Director, Legislative Budget Board     IN RE:SB2053 by Williams (Relating to regional participation agreements.), As Introduced    No fiscal implication to the State is anticipated.  The bill would amend Section 43.0754 of the Local Government Code to clarify the definition of "party" that is able to participate in a regional participation agreement. The bill also would add Subsection (q) to Section 43.0754 of the Local Government Code, which states that governmental immunity from suit of party to a regional participation agreement is waived for the limited purpose of a cause of action brought by a party based on or arising out of a regional participation agreement. Local Government Impact Costs to entities participating in a regional participation agreement would depend on the number of causes of action that may be brought by a party.
