                    BILL ANALYSIS     Senate Research Center S.B. 2134 81R5257 YDB-F By: Wentworth  Jurisprudence  4/13/2009  As Filed     AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   Section 152.0521 (Comal County) of the Human Resources Code names the members of the Comal County Juvenile Board (board). The board is composed of the county judge, the judge of each county court at law in the county, the judge of the 207th District Court, and an additional judge of the district courts having jurisdiction in Comal County, to be appointed biennially by the local administrative district court judge and the criminal district attorney of Comal County.    As proposed,  S.B. 2134 adds the judge of the 433rd District Court to the Comal County Juvenile Board.    RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS   SECTION 1. Amends Section 152.0521(a), Human Resources Code, to provide that the Comal County Juvenile Board (board) is composed of certain judges, including the judge of the 433rd District Court. Makes nonsubstantive changes.    SECTION 2. Repealer: Section 152.0521(a-1) (relating to prohibiting the criminal district attorney of Comal County from voting except to break a tie vote of the other members of the board), Human Resources Code.    SECTION 3. Effective date: upon passage or September 1, 2009.

Section 152.0521 (Comal County) of the Human Resources Code names the members of the Comal County Juvenile Board (board). The board is composed of the county judge, the judge of each county court at law in the county, the judge of the 207th District Court, and an additional judge of the district courts having jurisdiction in Comal County, to be appointed biennially by the local administrative district court judge and the criminal district attorney of Comal County. 

 

As proposed,  S.B. 2134 adds the judge of the 433rd District Court to the Comal County Juvenile Board.
