The bill would define "operator as the holder of a permit or licensee who is responsible for the overall operation of a solid waste facility and delete the requirement that a solid waste permit contain the name of the person "in charge of the facility." This change is not expected to result in any significant fiscal impact to the Commission on Environmental Quality. Local Government Impact No significant fiscal implication to units of local government is anticipated.
