O'Brien, Director, Legislative Budget Board     IN RE:SB2235 by Seliger (Relating to the names of persons included on a permit or license for certain solid waste facilities under the Solid Waste Disposal Act.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would define "operator as the holder of a permit or licensee who is responsible for the overall operation of a solid waste facility and delete the requirement that a solid waste permit contain the name of the person "in charge of the facility." This change is not expected to result in any significant fiscal impact to the Commission on Environmental Quality.
