O'Brien, Director, Legislative Budget Board IN RE:SB2283 by Lucio (Relating to the use of the state participation account of the Texas Water Development Fund.), As Engrossed No significant fiscal implication to the State is anticipated. The bill would amend the Water Code to make the acquisition of water rights or existing public water systems to encourage optimum regional development of desalination projects an allowable use of the State Participation Account. The bill would also require the Water Development Board (TWDB) to consider when acquiring a facility, or interest in a facility, whether the facility would encourage optimum regional development of a desalination project.TWDB indicates that any costs associated with the bill could be absorbed within the agency's existing resources. The bill would take effect September 1, 2009. Local Government Impact No fiscal implication to units of local government is anticipated.
