The bill would provide that subject to the approval of the Department of State Health Services, an instructional video could be included in an educational program required for a school-associated rodeo. The bill would require the executive commissioner of the Health and Human Services Commission (HHSC) to adopt rules establishing requirements for the educational program required by the bill and establishing standards relating to certain protective gear for rodeos. HHSC estimates that the costs to health and human services agencies would not be significant and could be absorbed within existing resources.
