                    BILL ANALYSIS             S.B. 2554     By: Hegar     Judiciary & Civil Jurisprudence     Committee Report (Unamended)          BACKGROUND AND PURPOSE   Currently, judges serving in the 34th, 86th, 142nd, 238th, 318th, 355th, and 385th district courts are authorized to select their bailiffs. This bill allows the judge of the 130th Judicial District to select a bailiff to serve the court.    S.B. 2554 amends current law relating to the appointment of a bailiff for the 130th Judicial District.   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   ANALYSIS   SECTION 1. Amends Section 53.002(a), Government Code, to authorize the judges of certain district courts, including the 130th district court, to each appoint a bailiff.   SECTION 2. Amends Section 53.004(b), Government Code, to make a conforming change.   SECTION 3. Amends Section 53.007(a), Government Code, to make a conforming change.   SECTION 4. Amends Section 53.008, Government Code, to make a conforming change.    SECTION 5. Amends Section 53.009, Government Code, by adding Subsection (n), to entitle a bailiff appointed by the judge of the 130th District Court to receive a salary set by the Commissioners Court of Matagorda County in an amount that is not less than the salary of a deputy sheriff regularly assigned to patrol duty in the county.   SECTION 6. Effective date: upon passage or September 1, 2009.    EFFECTIVE DATE   Upon passage or September 1, 2009.

BACKGROUND AND PURPOSE
