O'Brien, Director, Legislative Budget Board     IN RE:SB2565 by Averitt (Relating to adjustments of rates of certain telecommunications utilities for changes in certain tax liabilities.), As Engrossed    No significant fiscal implication to the State is anticipated.  The bill would repeal Section 53.202 of the Utilities Code, which directs the Public Utility Commission (PUC) to provide in certain instances adjustments of a utility's billing to reflect an increase or decrease in the utility's tax liability to the state. The bill would require the PUC to amend existing rules to conform to the provisions of the bill. The PUC indicates it could absorb the costs associated with the bill within existing resources.
