O'Brien, Director, Legislative Budget Board     IN RE:SB316 by Wentworth (Relating to the establishment of railroad quiet zones outside the boundaries of certain municipalities.), As Introduced    No fiscal implication to the State is anticipated.  The bill would amend the Transportation Code to authorize a Type A general-law municipality that is an enclave surrounded completely by a municipality with a population of more than 1.1 million to enter into an interlocal contract with the surrounding municipality to establish a railroad quiet zone and to expend municipal funds and to issue certificates of obligation or bonds to pay for associated expenses. Local Government Impact Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
